The Angel Next Door Spoils Me Rotten anime is based on a 2018 light novel series by Saekisan and illustrated by Hanekoto. It was first posted on Shosetsuka ni Naro in December before being acquired by SB Creative, after which it was published under its GA Bunko label in June 2019. It received a manga adaptation with art by Wan Shibata and composition by Suzu Yuki, which has been serialized in Square Enix’s Manga UP! since January 2020.
Yen Press has licensed the light novel in English, describing the plot as:

Amane‚ an average guy and self-admitted slob‚ has never thought much of the divine beauty‚ despite attending the same school. Everything changes‚ however‚ when he happens to see Mahiru sitting alone in a park during a rainstorm. Thus begins the strange relationship between this incredibly unlikely pair!
