In a near-future Japan ruined by nuclear war, disasters, and corruption, the country has split into three rival powers locked in constant conflict. Aoteru Misumi, once a low-ranking official, decides to step forward with a goal of unifying the nation. Relying on his knowledge and skill with words rather than status or strength, he begins to rise, setting the stage for the legend of a prodigious military strategist.
