The story for the movie is described:

While Yamada Kanzuke of the Nagano Prefectural Police was chasing a certain “man” in the snowy mountains of the Yatsugatake mountain range in the Nagano Prefecture, his vision was suddenly obstructed by the shadow of an unknown person. In that moment, a mysterious “man” fired a flare-like projectile, causing Kanzuke to lose sight in one eye due to the blinding light, which was followed by a massive tremor and avalanche that buried him under the snow.

Ten months later, after receiving a report that a researcher at the National Astronomical Observatory’s Tenma Station in Nagano was attacked, Yui Uehara races to the snowy site where Kanzuke, miraculously surviving the avalanche, was found alive. The scene was dominated by the massive parabolic antenna of the observatory, where Kanzuke—now blind in one eye—began to exhibit strange and intense pain in his injured eye…

That evening, a call comes into the Mori Detective Agency from a man named “Wani” (Crocodile) a former police officer and an old colleague of Kogoro Mori. Wani claims to be investigating the avalanche incident involving Kanzuke and the case file listed none other than the name of Kogoro Mouri. Accompanied by Conan, Kogoro heads to the location where Kanzuke and Wani had arranged to meet, but as they approach, a gunshot suddenly echoes through the air.
