They apologize to everyone waiting, and are working hard to enrich the work before revealing further information. The full message reads:

However, we have not yet reached the stage where we can inform everyone of the release date, and we would like to apologize once again to all of you who are eagerly awaiting this film.

The original Yuri on Ice TV anime aired 4 years ago from October to December 2016. The animation was handled by MAPPA, and both Funimation and Crunchyroll are streaming it. They describe the story:
Yuri Katsuki carried the hope of all Japan on his shoulders in the Figure Skating Grand Prix, but suffered a crushing defeat in the finals. He returned to his hometown in Kyushu and hid away in his family’s home, half wanting to continue skating and half wanting to retire. That was when the five-time consecutive world champion, Victor Nikiforov, suddenly showed up with his teammate, Yuri Plisetsky, a young skater starting to surpass his seniors.
